Micro PPKM: Government opts for localized, but relaxed, restrictions

The central government has imposed a new set of restrictions in parts of Java and Bali, which is designed for more localized enforcement but with some policies relaxed.

The Home Affairs Ministry has issued a Ministerial Instruction replacing the Enforcement of Restrictions on Public Activities (PPKM) partial lockdown protocol with “Micro” PPKM, which contains essentially the same restrictions but with enforcement duties handed down to the neighborhood unit (RT) level.

In addition, gatherings of more than three people are prohibited in a red zone RT and a curfew at 8pm must be observed.

An RT is declared an orange zone if it records cases in six to 10 households in a week. Orange zone RTs are required to shut houses of worship, playgrounds, and other non-essential public facilities.

One RT comprises at least 50 households.

Outside of neighborhoods, Micro PPKM has relaxed some of PPKM’s policies. Under Micro PPKM, mall opening hours have been extended to 9pm (8pm under PPKM), work from office capacity raised to 50 percent (25 percent under PPKM), and restaurant dine-in capacity raised to 50 percent (25 percent under PPKM).

Micro PPKM is only imposed on cities and regencies in Java and Bali that have higher COVID-19 death rate and active cases than the national average, as well as those with lower recovery rates and those with hospital occupancy rates of over 70 percent.

Under the parameters, the Greater Jakarta Area fulfills the requirements for Micro PPKM, as well as several major cities/regencies like Yogyakarta and Surabaya on Java island and Denpasar, Gianyar, and Badung in Bali.

Micro PPKM is in effect from Feb. 9 to Feb. 22 and may be extended upon further review.
